This object is instantiated only when the standby interface
is not monitored. If both interfaces go down and the standby
interface is not monitored, successive switchovers may be used
in order to search for an interface that is up.
This object specifies the minimum time interval between
switchovers when both interfaces go down. A backoff algorithm
should be used to increase the time interval between
successive switchovers.
