For CFP4,this is the network lane level threshold.The module level threshold is indicated by sfpDiagRSSIBiasAlmHigh.
Applicable for 10G EPON SFPs and CFP4,Shown as 'Not Applicable' for others.
For EPON SFPs and CFP4 'Not Available' is shown when the measurement could not be obtained,If the specified SFP cage is empty or if RSSI is not enabled and no profile assigned.
