The administrative system control status of the Uplink Failure Detection(UFD) module. The value 'start' (1) indicates that the Uplink Failure Detection(UFD) feature should be started in the system and all resources required by Uplink Failure Detection(UFD) module should be allocated. The value 'shutdown' (2) indicates that the Uplink Failure Detection(UFD) feature should be shutdown in the device and all allocated memory must be released.
