Indicates the status of the TP relative to starting execution
when the local LU receives an allocation (ATTACH) request
naming this program.
              
      enabled         -    the local LU can start the program.
      tempDisabled    -    the local LU cannot start the
              
                           program. The local LU rejects the
                           request with an indication that the
                           TP is not available but retry is
                           possible.
      permDisabled    -    the local LU cannot start the
                           program. The local LU rejects the
                           request with an indication that the
                           TP is not available and retry is
                           not possible.
