The value of aluExtDS1HoldTimeDown is used to configure the hold-timer for link down event dampening. This guards against reporting excessive interface transitions. This is implemented by not advertising subsequent transitions of the interface to upper layer protocols until the configured timer has expired. A value of zero (0) indicates that a down transition is reported immediately.
