The values being assigned have the hereunder listed meanings:
0 - don't rewrite the input S-tag;
1..4095 - rewrite the input S-tag with the assigned value.
A SET operation on this leaf can be used to create an instance.
When an instance is created this way, the status leaf has got
value notInService.
