fragmentation of branch 1 of the 2*(1+0) Dual configuration
otherwise it means the only branch active.
The bytes are (from the meaningfull one):
0-3  -> ethernet compression
4-7  -> mpls compression
8-11 -> ip compression
12-15 -> number of S-tag for eth. compression
16-19 -> number of label
20-23 -> fragmentation
24-27 -> ethernet over mpls compression
28-31 -> number of S-tag for EoMPLS compression
