applies when two channel mode and RADSL are supported.
Distribute bandwidth on each channel in excess of the
corresponding ChanConfMinTxRate so that:
adslAturConfRateChanRatio =
[Fast / (Fast + Interleaved)] * 100
In other words this value is the fast channel
percentage.
