This table enables or disables the use of
the entries in a3ipxPolRipNbrTable.  If
the use of the entries in that table is enabled,
this table also controls how they are interpreted.
In one case, RIP updates are accepted only from those 
IPX Neighbors listed in a3ipxPolRipNbrTable.  In the
other case, RIP updates are accepted only from those
IPX Neighbors not listed in a3ipxPolRipNbrTable.
