Candidate-BSR.  Only an E-BSR should generate this
notification.
          
This notification is generated when
pimBsrCandidateBSRElectedBSR becomes FALSE.

A pimBsrCandidateBSRWinElection notification should be
generated when a C-BSR wins BSR Election.  Only an
E-BSR should generate this notification.

pimBsrCandidateBSRElectedBSR becomes TRUE.
