This notification is generated when a
mplsTunnelOperStatus object for one of the
configured tunnels is about to enter the down state
from some other state (but not from the notPresent
state).  This other state is indicated by the
included value of mplsTunnelOperStatus.

This notification is generated when a tunnel is
rerouted or re-optimized. If the Actual Path is
used, then this object MAY contain the new path for
this tunnel some time after this trap is issued by
the agent.

This notification is generated when a tunnel is
reoptimized. If the actual path is used, then this
object MAY contain the new path for this tunnel
some time after this trap is issued by the agent.
