This table contains MGC related IP addresses.
MGC index(cMgcIndex) is a part of index of this table,
so IP address in this table is automatically
associated with the MGC.
          
Multiple IP addresses can be associated with the same 
MGC. 
          
Under the same MGC (cMgcIndex is same)             
  all IP addresses are equivalent.
  all IP addresses will share the same domain name:
  'cMgcDomainName' in cMgcConfigTable.
