If the AC is bound to a pseudowire (PW) that is provisioned in
the pwTable, then this field is set to pwMibIndex.
If the AC is bound to a pseudowire that has been created as a
result of BGP auto-discovery, then this field is set to
lclRmtVeId. In this case, the PW is identified by the local
and remote VPWS Site IDs. The local VPWS Site ID is stored in
vpwsBindLocalSiteID, and the remote VPWS Site ID is stored in
vpwsBindRemoteSiteID.
