Whether to deprogram upstream PW label forwarding state
immediately when DC-LDP sends a Label Withdraw, instead of
waiting for a Label Release / session-down event.
              
This may be useful when PWs are created, destroyed (or
adminstratively disabled) and then re-created, to prevent
delays caused by the peer being slow to respond to a Label
Withdraw with a Label Release.
