The index of the I3 stub instance to which this instance
of LDP Path Manager is to join.  A value of zero means
that the value of dccrldpPmIndex is used as the I3 stub
index.
              
The value of this field should be decided during
integration.  The field is not expected to be exposed to
end users and is not expected to change during the
lifetime of the DC-LDP PM entity.  As such, this object
follows the replaceOnlyWhileDisabled behavior.  It may not
be changed when the row is active.
