When set to 'true', LDP Path Manager creates a PSI join to an
instance of DC-TPM as part of activation.
              
The value of this field should be decided during
integration.  The field is not expected to change during the
lifetime of the DC-LDP PM entity.  As such, this object
follows the replaceOnlyWhileDisabled behavior.  It may not
be changed when the row is active.
