The value of the priority field which is
contained in the most significant 4 bits 
of the first (in network byte order)
octet of the (2 octet long) Port ID. As it is
contained only in 4 bits, the value has to be 
a multiple of 16. The other octet of the Port 
ID is given by the value of dot1dStpPort.
