Index for the preferred audio encoding format within
the Audio Profile. The Index must be an agreed
operating parameter between the transmitter and
receiver for both directions. An aal2CidPreferredApIndex
identifies an audio profile row of the selected audio 
profile at the aal2 Vcl.
