the voice path.
              
If zhoneCpeVoipOobCasEvents = enabled, we look at the dtmf-events-passing-method.
If zhoneCpeVoipCasEventsPassingMethod = rfc4733, dtmf digits are carried in the RTP payload.
If zhoneCpeVoipCasEventsPassingMethod = sip-info, dtmf digits are carried along the
signalling path in the INFO messages.
