The send mode that a virtual router in Master state sends VRRP
advertisement packets from out-interface.
              
- `all', which indicates that the virtual will send advertisement
packets from all out-interfaces each time.
              
- `rotation', which indicates that the virtual will send advertisement
packets from all out-interfaces in rotation.
