Alarm clear status. 0: the only value you can get, 
1:set the value means to delete the instance.
zxr10AlmClearRangeStatus must be set with 
zxr10AlmClearBeginFlowID and zxr10AlmClearEndFlowID 
together. The clear range number must be less than or 
equal to 100. When a manager receive the clear range 
oprateion, the current alarms in the range will report 
disappear.
