It can be the IfId of lan,ethuni or iphost, according to the 
zxGponOnuIpFilterEgressType.
The format as below:

iphost    reserved  reserved  reserved              iphost index(1~255)
ethuni    reserved  reserved  slot of ethuni(0~255) ethuni index(1~255)
