If FilterDataType is ip, this attribute indicates the ip address 
  using the first 4 bytes;
If FilterDataType is mac, this attribute indicates the mac address

If FilterDataType is L4 port, this attribute indicates the L4 port
  using the first 2 bytes(0..65535);
