A zxDslUnexpectedCardTypePlugin trap indicates that the card plug 
in the given slot is unexpected.
          
For example, the ethernet user card can be plug in slot 2 of F821 
NE with HSMV, when ei8e card be pluged in other slot, this alarm 
will be generated.
