This object is used to create a new row or delete an existing row
in this table. Only 'createAndGo' and 'destroy' need to be
supported. If test is in progress, agent should reject the 'destroy'
request from manager.
              
'createAndGo' means creating an entry.
'destroy' means deleting an entry.
