scalar Integer32 
The next available zhoneUserId that can 
be used by the manager when creating a user
entry.  A Get request to this field causes the current 
number to be returned and the value to be incremented
to the next available ID for the next requester use.
          
A maximum of 20 login accounts are allowed per system.
