Last time device sent a ConfigSync Ftp command to ZMS.
Measured using the Unix time() function.
The internal representation of time is the number of
seconds elapsed since 00:00 Universal time on
January 1, 1970 in the Gregorian calendar
(Julian day 2440587.5), with time stored as a 32 bit
signed integer (long in the original C implementation).
