The next available line group id which can be used
by the manager when creating a line group. A 'get'
to this field, causes the number to be returned
and the value to be incremented for the next 
requester.
          
The range for nextLineGroupId is 0..2147483647 
where the value 0 indicates that no unassigned 
entries are available.
