The user can specify the name of the interface to
borrow for the local IP address of P-T-P links.
          
The user sets ipUnnumberedEnabled to true and
then sets the ipUnnumberedInterfaceIndex to the
ifIndex of the ip-interface-record which contains
the static address they want to use.  This static
address will be used for all unnumbered interfaces
in the system.
