Filter statement action argument.  The meaning of this object
depends on the value of fltStmtAction:
              
    forward(3)  : An IP address to forward the packet to.  The
                  value of this object must be non-zero.
              
All other values of fltStmtAction have no relation to this
object.  The default is zero.
