This table contains XGCP capability packages.
The Capability Package table - This table is 
used to specify the availability of the packages.
          
The Capabality Package Name is used as the 
index for the table.
          
Each entry contains a CapabilityPackageEnable 
object. It is used to enable/disable a package 
on the Media Gateway.
