notification 
The wwpLeosMstpNewRootNotification indicates
that the sending agent has become the new root of
the Spanning Tree for the specified XST (CIST or
MSTI).  This notification is generated when the
Port Role Selection state machine invokes the
updtRolesTree procedure and this procedure operation
results in a calculation of a Root Priority Vector
for the XST which results in a value indicating that
the bridge itself has become the root bridge for the
XST.
