scalar r/w Enumeration 
This attribute, when set to true, a DB backup
will not be required or enforced.  When this
attribute is set to false, a DB will backup will
be required and enforced.  All reads on this
attribute will return a value of none.  Its
value is not persistent on the 1696R/1830 NE.
A set pdu including this attribute must also
include attribute tnSwNodeControl; otherwise,
the set will be failed back to the network
operator.
