frequency edge of a slice aligns with reference

If tnFlexgridOtsInfoLineWssIsFlexgrid is false, the granularity
is the channel slot width centered on the regular ITU grid implied
by the granularity.
              
Values in MHz. Should be displayed in user interfaces in GHz.
