upper frequency edge of a slice aligns with reference
193.1 THz for n=0 (ITU G.694.1).
              
If tnFlexgridOtsInfoLineWssIsFlexgrid is false, the
granularity is the channel slot width centered on the
regular ITU grid implied by the granularity.
