for this notification to be generated.  In addition,
tn3270eRtDataAvgCountTrans, tn3270eRtCollCtlThreshHigh, and
tn3270eRtDataAvgRt are algorithmically compared to
tn3270eRtCollCtlIdleCount for determination if this
notification will be suppressed.
