The value of the sysUpTime object the last time
the TN3270E server was re-initialized.
              
Server re-initialization is the only discontinuity
event for the counters in this table.  Even if table
entries are on a port or port-and-local-address
basis, port deactivation and reactivation do not
result in counter discontinuities.
