The range of vRtrMplsStaticSvcLabel is dynamic and
depends on the value of vRtrMplsLabelMaxStaticLspLabels
and vRtrMplsLabelMaxStaticSvcLabels.
              
If vRtrMplsLabelMaxStaticSvcLabels is 0, static SVC labels
cannot be configured.
              
The range for vRtrMplsStaticSvcLabel starts at
32 + vRtrMplsLabelMaxStaticLspLabels and ends at
