The desired state for Msdp on this virtual router.  An attempt
to set vRtrMsdpStatus to 'delete' will fail if the Msdp
protocol is not in the administrative outOfService state,
i.e. TIMETRA-MSDP-MIB::tmnxMsdpAdminState must be
set to 'outOfService'.
