on this virtual router.  An attempt to set vRtrMldStatus to 'delete'
will fail if the MLD protocol is not in the administrative
outOfService state, i.e. TIMETRA-MLD-MIB::vRtrMldGenAdminState
must be set to 'outOfService'.
