The value of vRtrIpNetToPhysicalOperState indicates if the ARP entry
is being used actively in the ARP Table. When ipNetToPhysicalType has
a value 'dynamic', vRtrIpNetToPhysicalOperState will never have a
value of 'outOfService'.
