column TIMETRA-TC-MIBTmnxOperState 
The value of vRtrIpNetToMediaOperState indicates if the ARP entry is
being used actively in the ARP Table. When ipNetToMediaType has a
value 'dynamic', vRtrIpNetToMediaOperState will never have a value of
'outOfService'.
