The value of vRtrInetStaticRouteStatus indicates
whether or not this route entry is active in the system.
When an interface transitions to the down state, any
associated route entries are marked as 'inactive'
and are usually not displayed in a standard route
table listing.  When the interface transitions
to the up state, the agent marks the associated routes as
'active'
