The value of vRtrInetExtTunnelNhTunnelType indicates the type of
underlying tunnel when the value of vRtrInetExtTunnelFlags has
'isOverTunnel' set.
              
If the value of vRtrInetExtTunnelFlags does not have 'isOverTunnel'
set, the value of vRtrInetExtTunnelType is invalid.
