The value of vRtrIfAllocMtuProfile indicates the allocated HW MTU
profile ID.
              
When the interface is not of type IP tunnel a HW MTU profile ID is
allocated when vRtrIfMtuProfile is enabled.
              
When the interface is of type serviceIesIpTunnel or
serviceVprnIpTunnel a HW MTU profile ID is allocated when an entry is
created in the vRtrIfIpTunnelTable and when the encapsulated MTU is
configured.
