The value of vRtrBgpSrv6UpaTriggerNextHop specifies the handling of
UPA trigger for next-hop.
              
none - BGP won't check the Unreachable Prefix Table to verify that
there is no matching UPA entry.
              
frr  - activate BGP to check the Unreachable Prefix Table to verify
that there is no matching UPA entry (Longest Prefix Match).  Next-Hop
of all BGP AFI/SAFI can use Unreachable Prefix Table fast detecting
next-hop unreachability.
