scalar r/w SNMPv2-TCTruthValue 
The value of tmnxTwampSrvEnforceSessStartTime specifies whether or not
to enforce the Start Time sent in the TWAMP Request-TW-Session
message.
          
When tmnxTwampSrvEnforceSessStartTime is 'true', TWAMP test packets
which arrive before their session start time are discarded.  Otherwise,
the packets are processed normally.
