The value of tmnxSysFpRAStatsPolicerBanks specifies the configured number of
system-wide resources allocated for policer statistics.
Default value is dependent on the platform.
Max policer stats system-wide space:
QmX (IXR-R6)         - 1 bank  max. 96k in bank.
QmX (IXR-S)          - 2 banks max. 16k in each bank.
Qax (IXR-Eax/IXR-R4) - 4 banks max. 4k in each bank.
Qux(IXR-Eux/IXR-Ec)  - 4 banks max. 1 k each bank.
This value takes effect after system has rebooted.
