scalar Enumeration 
The tacplusOperStatus will have a value of 'up' if any one of the
TACACS+ servers in the tacplusServerTable has the
tacplusServerOperStatus value of 'up'. It will have a value of 'down'
if all the TACACS+ servers in the tacplusServerTable have the
tacplusServerOperStatus value of 'down'.
