tmnxCpmProtPolPerSrcRateLimit of the CPM protection policy must be
applied on a per source MAC address basis.
              
The values of tmnxSubSapTmplCpmProtMonitorMac and
tmnxSubSapTmplCpmProtMonitorIP cannot both be set to 'true' at the
same time.
